This is standard and expected — drivers aren't offended by negotiation. For return trips (airport at end of stay), arrange the car the day before through your casa particular host for a pre-agreed price.
Can I use Uber or any app in Cuba?
No — Uber does not operate in Cuba and no equivalent app-based service exists. Cuba's internet limitations and the US embargo both contribute to this gap. All taxi booking is done in person: at your hotel, casa particular, or by approaching drivers on the street. WhatsApp is sometimes used to reach specific drivers by phone number — ask your accommodation to recommend one.
Are the classic American cars safe to ride in Havana?
Yes — the 1950s American cars (Chevrolets, Buicks, Fords) are a genuine feature of Havana travel and are maintained to a working standard. Air conditioning is usually absent; windows open.
